      Copies of documents relating to special funding for the Highway Department considered during the 1935 Legislative extraordinary session. During that session of the Legislature, Governor Conner addressed a joint session on Mississippi’s need for a comprehensive highway construction program. At the conclusion of his speech, House Bill 74 was introduced. After being modified by the House Highways and Highway Financing Committee, the bill was brought to a vote and failed to pass.
      The series includes Governor Conner’s message to the Legislature, House Bill 74 and its modified substitute; a map prepared by the State Highway Commission showing the proposed $81,000,000 statewide highway system, a three-page narrative description of the highways shown on the map, and a one-page letter to the Mississippi House of Representatives from E. D. Kenna, Director of the State Highway Commission, explaining the map and the proposed highway system in some detail.
