Series 1947: Appalachian Development Housing Project Files. 1974-1981.
Governor’s Office. Federal-State Programs (RG 27/SG 4).

      Files of the Appalachian Regional Commission (ARC) Mississippi office and the related offices of the Division of Appalachian Development/Office of the Governor and the Mississippi Office of Federal, State, Local Programs/Division of Housing Coordination. Working in conjunction with various federal housing agencies (including HUD, FmHA), the ARC staff, with headquarters in Tupelo, attempted to address “the serious housing problems of low and moderate income people in the Appalachian Region of our country” (The Appalachian Housing Assistance Program, Chapter 1). City and county officials as well as eligible individuals were given directions and aid in planning and building various kinds of low-income housing, with particular efforts by ARC staff to obtain long-term, low-cost financing, especially special loans and grants set aside for housing needs.

      These files can be classified into two major categories, office files and project files, with a third and very small group of files containing some of both. Office files contain routine correspondence, memos, budget and financial reports and worksheets, federal guidelines and procedures, grant and loan information, and reference materials such as newsletters, program outlines developed by other states, and legal statutes pertaining to state and federal housing programs. Project files contain the work files (correspondence, applications, loan forms, grant monies and time extensions received, status reports) pertaining to specific projects. Such projects were typically closely-regulated, costly multi-unit housing for groups including the elderly and handicapped, infrastructure improvements such as water and sewer upgrades, or dwelling additions or refurbishings for inhabitants of rural and isolated, underdeveloped areas.

      Arrangement of the office files is alphabetical by subject; project files are alphabetical by city/county name. The small group of combined office/project files contains some alphabetically-arranged county files, and some files in random order.

ACCESS NOTE

      Access to some of the files in this series is limited due to the inclusion of privacy-sensitive material. To gain access to these records an Access Request Form must be completed by the patron. The Privacy Officer will handle the access request and provide an estimated completion date. The patron will be informed once the privacy review is complete and the records are actually available for use.

       While every effort is made to expedite the process, the patron should expect that the access request might take a considerable amount of time to complete.
