"Certificate of Need" (CON) application files submitted to the Planning and Resource Division of the Department of Health in accordance with federal and state requirements [General Laws, "Mississippi Health Care Commission Act of 1979," ch. 451; and Mississippi Code Annotated (1972), §41-7-171 through §41-7-209]. Applications follow a prescribed form, setting forth a proposal (e.g., new health facility, an expansion to an existing facility, new services and/or equipment for existing facilities) and reasonable justification for that proposal. Included in each file are research and reference materials, legal contracts and forms, financial proposals, and reports of all transactions of the Department of Health pertaining to the application. Although the bulk of the material in the files covers the years 1987-1992, there is scattered correspondence for the years 1993-1994, 1996 and 1998. Arrangement is alphabetical by facility name. Date ranges for the unprocessed records range from 1980 through 2000.
