Series 2619: Chief Legal Counsel’s Papers. 2000-2003.
Governor’s Office (RG 27). Administration of David Ronald Musgrove.

Papers of Peyton Prospere, Chief Legal Counsel to Governor Ronnie Musgrove from 2000 to 2003. Only two legal issues are represented in these papers: the Ayers Case, which was a long-running lawsuit against the state concerning equal funding of historically Black institutions of higher learning, and some eminent domain issues surrounding the construction of the Nissan automotive facility near Canton, Mississippi. The majority of the papers concern the Ayers Case, and include such materials as letters, chronologies and summaries of the case, and court documents. The eminent domain papers comprise only a few pieces of correspondence from March and April of 2002. Other legal files and case files are as listed. They mainly consist of notices from the Supreme Court of actions taken on various death penalty cases as well as on cases to which the state or one of its officials were a party. Also included is a copy of the Governor’s extradition official’s manual and SOP and a copy of the Supreme Court’s 2002 revised Code of Judicial Conduct.
