      Documents concerning four grant programs of the U. S. Department of Housing and Urban Development: the HOME Investment Partnerships Program; the State Community Development Block Grant Program; the Emergency Shelter Grants Program; and the Housing Opportunities for Persons with AIDS Program. All but one are locally administered by the Mississippi Development Authority. The exception is the Housing Opportunities for Persons with AIDS Program, which is administered by the Mississippi Department of Health.

      With the HOME Investment Partnerships Program (HOME), HUD distributes grants to state and local governments which use the money in a variety of ways to provide decent, affordable housing in their communities. The State Community Development Block Grant (CDBG) Program provides funds that are used in a multitude of ways to promote economic and community development. The Emergency Shelter Grants (ESG) Program is used to provide emergency shelters for the homeless or for homelessness prevention activities. The Housing Opportunities for Persons with AIDS (HOPWA) Program funds projects for low-income HIV victims and their families, such as helping with expenses for housing and medical care.

      There are four documents in this series:

  1. Consolidated One-Year Action Plan for Housing and Community Development, 2002. The U.S. Department of Housing and Urban Development requires that states which receive grants through the four above-mentioned programs must submit this report, which explains how the state anticipates use of funds in the upcoming year.
  2. Briefing for Governor Ronnie Musgrove – HOME Investment Partnerships (HOME) and Community Development Block Grant (CDBG) Programs. This document provides an excellent overview of these two grant programs. It lists eligible and ineligible activities under each program and specifically addresses how these programs have been used in Mississippi in the past (back to 1997) and how they will be used in 2002.
  3. Community Development Block Grant Implementation Manual. This manual explains how to implement a Mississippi Small Cities Community Development Block Grant, with special focus on financial management and compliance with the necessary requirements.
  4. HOME Implementation Manual. A “how to” manual containing instructions, forms, requirements, and other necessary information for implementing one of these programs.
