      Files from the conservatorship periods of various schools districts throughout the state. School districts are placed under the control of a conservator appointed by the Department of Education when school districts meet the department’s definition of a failing district two years running; when 50% or more of the schools in a district are designated at risk of becoming failing schools in any one year; when there is a documented lack of financial resources or excessive deficits on the part of the district; or when students are consistently falling short of academic standard. Failing and at risk schools and districts are identified using a combination of metrics that include graduation rates, aggregated standardized test scores, growth rates, and students’ ability to function at the appropriate grade level. Files contain School Improvement and Corrective Action Plans, correspondence and memoranda between the Department of Education and the school district, teacher development plans, district and school-level aggregated scores from the Iowa Test of Basic Skills, school board meeting agendas, and school visit logs and reports, and other similar files. Files are arranged alphabetically by school district.
