      Files of Candice Whitfield and Nicole Stofer, Governor Barbour’s policy advisors on health care and human services. Because these two advisors maintained separate files, this series is subdivided into files belonging to Stofer and files belonging to Whitfield. Materials include correspondence, notes, statistics, reports, and departmental budgeting information.
      Regarding Whitfield’s records, most of the files pertain to the state’s Medicaid program, particularly to funding and cost containment. Other topics include trauma care, mental health centers, the State Children’s Health Insurance (SCHIP) program, Medicare, tobacco settlement funds, and the Non-Emergency Transportation (NET) program. Whitfield’s call logs from 2004-2006 are also included. Arrangement is random, though all of the SCHIP files have been grouped together, as have the call logs.
      Stofer’s files have relatively little to do with Medicaid and are fairly evenly distributed among the major topics of the Department of Health (and healthcare in general), the Department of Mental Health, human services, and the Healthy Mississippi Initiative, which was aimed at reducing chronic illness among the state’s population. Within these categories, arrangement is random.
