Series 2810: Legal Files. 1993-2011.
Governor’s Office (RG 27) Administration of Haley R. Barbour.

Files created and maintained by Gov. Barbour’s legal counselors, including Chief of Staff Paul Hurst. The series is divided into four subseries: Litigation, subject files, open records requests, and judicial appointments files. Because of the inclusion of research material, some of the items actually pre-date Barbour’s tenure as Governor of Mississippi. Materials include correspondence, reports, spreadsheets, contracts, and court documents.

ACCESS NOTE

Due to the inclusion of privacy-sensitive legal files, part of this series is restricted from public access. A request for access detailing the exact information required must be submitted in writing to the Director, Division of Archives and Records Services. The file(s) will have to be screened by an archivist and possibly an attorney from the Attorney General’s office first, so there will be a waiting period, the length of which will depend on staff availability and the amount of information requested. The requester will be notified once the review is completed. Therefore researchers are strongly encouraged to contact the Archives in writing in sufficient time for the review to be accomplished before undertaking any research into these records.

  • Litigation: Lawsuits involving the State of Mississippi, Barbour in his capacity as Governor, or other litigation of interest to the Barbour Administration. Arranged alphabetically by either topic or name of one of the parties in the lawsuit, with the exception of two files which are boxed separately.
  • Subject files: Topics of legal interest or concern, including (but not limited to) casinos, Medicaid, the BP oil spill off Mississippi’s Gulf Coast, and funding for Hurricane Katrina recovery. Arranged alphabetically, with the exception of “Casinos” files, which are boxed separately, and oversized items, also boxed separately.
  • Open records requests: Requests from journalists, the Attorney General, or activist organizations for copies of documents. Major topics are the Governor’s use of state aircraft for travel and his controversial extension of executive clemency, including pardons to felons. Arranged randomly.
  • Judicial appointments: Files concerning Governor Barbour’s appointment of judges to fulfill various vacancies in office due to retirement, death, etc. They heavily concern the Judicial Appointment and Advisory Committee, a general file on which is contained in Box #32376. Files are grouped together by judicial office (circuit court, chancery court, court of appeals, etc.).
  • Meetings: Legal files, planning agendas, proposals, and correspondence concerning different projects. Organized chronologically.
