      Files of Serena Clark, an attorney and a legal/policy advisor to Governor Barbour from 2008-2010 on the subjects of communications, bonds, economic development, gaming, energy, and other issues. She acted as a liaison to other state agencies (particularly the Mississippi Development Authority) and also served as the policy advisor and legal counsel for the Governor's Office of Recovery and Renewal. Though Clark advised Governor Barbour on a number of issues, her main focus seems to have been wireless communications. More than half of the files in this series concern Mississippi's efforts to establish an integrated public safety communications network known as MSWIN (Mississippi Wireless Information Network)* and the Mississippi Wireless Communication Commission.
