Paper passes instructing railroad carriers to provide transportation via rail to individuals, primarily military personnel, the bulk of which were issued by the state quartermaster general and his assistants. The passes vary in size and include printed forms and entirely handwritten statements. The series includes a limited number of passes issued by the governor and/or the state adjutant-inspector general, along with interspersed transportation vouchers and railroad company way-bills.
Military transportation and the Quartermaster Department's responsibilities with respect thereto are addressed by Article XLI, sections 987-994, of Confederate States Army Regulations.
