Burrus was born in Hinds County on September 5, 1847, the son of John C. Burrus, Sr., and Margaret Louisa McGehee Burrus; served in the War Between the States in Company I, Ninth Texas Cavalry; married Margaret Annie Barritt on March 17, 1870; and served as a member of the board of supervisors of Bolivar County from 1890 to 1896, justice of the peace from 1896 to 1904, member of the House of Representatives from 1904 to 1908, and member of the Senate from 1908 to 1912.
