Defense of the South’s restriction of black suffrage with an emphasis on Southern paternalism in regard to African Americans. The author concludes that “The safe, benevolent, and wise solution of the Negro question can be left to the people of the States respectively, under the Constitution, with far greater security for every right now accorded to the Negroes, and for every blessing that may follow, than it can be to the politicians and agitators in other States.”
