Report of a committee charged with determining whether the Freedmen’s Bureau should be continued past its expiration date. The committee recommended that the Bureau be extended for another year, “unless before that time, when States have been restored and their representatives in Congress can speak and act for them, it shall be found safe to suspend its action.”
