State of the state address by the governor touching on a variety of subjects, such as the public debt, South Carolina University, the status of disabled soldiers, etc. The appendices deal primarily with financial matters. The final document is a report generated by tax collectors in the various tax districts of the State listing the names “of soldiers who have lost arms and legs and who have been otherwise maimed and disabled in Confederate service.” Mr. Stone has noted the final section in the Governor’s address, which deals with a proposal in Congress for a constitutional amendment that will eventually become the Fourteenth Amendment. Two newspaper articles, one related to black suffrage and the other dealing with the test oath for voters, are tipped in behind the front cover. The first clipping is not identified, but the second comes from the Richmond [Virginia] Evening State Journal and was printed on or about August 28, 1869.
