Discussion of the question of whether suffrage is a natural right or a social privilege. The author argues that education is a mediating factor and that either the states and federal government should take stronger steps to educate the electorate or the right to vote will have to be restricted in order to avoid “licentiousness and anarchy under a false conception of ‘liberty and equality.’” (The collection has another copy of this article in volume 20 [no. 24].)
