38. Memorial of the Trustees of the Peabody Education Fund, with the Report of Their Committee on the Subject of the Education of the Colored Population of the Southern States (Cambridge, MA: University Press, 1880). (34 p.)
Review of education for African Americans in the South. The authors of the report argue that federal funds should be used to provide educational opportunities for black pupils given the failure of Southern states to meet those needs. The report ends with this resolution. “That it is expedient that this Board should present a memorial to Congress, praying that it may grant such aid as may be required to secure to the colored population of the Southern States the education which is necessary to fit them for the discharge of their duties as citizens of the United States.”
