Minority report by a member of the committee charged with investigating the race riot in New Orleans, Louisiana, at the Mechanics’ Institute on July 30, 1866. The single author (B. M. Boyer) blamed the riot on “incendiary speeches, revolutionary acts and threatened violence” of persons wishing to enfranchise African Americans and disfranchise former Confederates.
