Prediction in 1861 that the emancipation of slaves in the South would become a primary instrument for waging war against the seceded states and that free white labor could be used effectively to replace slave labor in the production of cotton. The author does not address the question of what would happen to former slaves after they were emancipated. A twenty-page appendix provides statistics to support the monograph’s thesis.
