Brown, of Mississippi, in Defense of His Proposition for Immediate Congressional Protection to Slave Property in the Territories, with the Reply of Senator Fitch. Speech in favor of a resolution that asserts the Constitutional right for any citizen “to go into the Territories with every kind or description of property” (i.e., slaves). The resolution calls for Congress and territorial legislatures to pass “such laws as may be found necessary for the adequate and sufficient protection of such property.” Senator [Graham N.] Fitch (from Indiana) countered Senator Brown’s arguments in a brief speech that is appended. Another appendix includes the language for a bill introduced by Senator Brown to protect slave property in Kansas.
