Speech in which the speaker outlines the conditions Southern states must meet in order to be restored to the Union. More specifically, the speaker states that Southern states must amend their constitutions so that “all citizens of whatever race or color, shall be made equal under the law.” In addition, the amended constitutions must open public schools to all students, regardless of race, and extend the suffrage to every male citizen who can read but not disqualified for some other reason.
